中国海洋大学国际事务与公共管理学院成立于2018年9月。目前,学院设有行政管理、政治学与行政学、公共事业管理3个本科专业。其中,行政管理专业于2020年获批国家“一流”专业建设点,政治学与行政学专业于2021年获批国家“一流”专业建设点,公共事业管理专业于2021年获批山东省“一流”专业建设点,学院实现一流专业100%全覆盖。学院拥有公共管理学一级学科博士学位授权点,公共管理学、政治学一级学科硕士学位授权点,公共管理专业硕士(MPA)学位授权点,构建起了本硕博一体化的人才培养体系。学院拥有在读全日制本科生540余人,全日制硕士研究生170余人,全日制博士研究生40余人,MPA在职攻读专业学位研究生1000余人。
学院下设政治学、行政管理、公共事业管理三个系,形成了省级、校级、院级多层次的科研机构,拥有一支学缘结构合理、富有朝气和科研潜力的师资队伍。现有教职工85人,专职教师68人。其中,教授16人,副教授31人,博士生导师15人。拥有教育部新世纪人才1人,泰山学者特聘专家1人、青年专家1人。繁荣工程教授1人,青年英才15人。
学院注重科研与教学相长。在学科整合过程中,进一步凝聚研究共识,夯实学科基础,形成了行政管理、公共政策、土地资源管理、全球治理等结构合理、特色鲜明的研究领域和研究团队,科研成果显著。近年来主持国家社科基金海洋研究专项重大项目3项、国家社科基金项目27项、国家自然科学基金项目11项、教育部等省部级课题50余项;出版专著、教材20余部;在 SSCI、CSSCI等高水平期刊发表论文260余篇,获省部级及以上教学科研成果奖10余项。

Founded in September 2018, the School of International Affairs and Public Administration (SIAPA) of Ocean University of China currently offers three undergraduate programs: Public Administration, Political Science, and Public Affairs Management. Under China’s “First-Class Undergraduate Major” initiative, Public Administration was recognized as a national first-class major in 2020; Political Science in 2021; and Public Affairs Management was recognized as a Shandong Provincial first-class major in 2021—achieving 100% first-class coverage across all undergraduate programs. SIAPA is authorized to confer the PhD degree in the first-level discipline of Public Administration; the master’s degree in the first-level disciplines of Public Administration and Political Science; and the professional Master of Public Administration (MPA) degree,together these degree programs form an integrated bachelor–master–doctoral training system. SIAPA currently enrolls more than 540 full-time undergraduates, 170 full-time master’s students, 40 full-time doctoral students, and 1,000 part-time MPA students.
SIAPA comprises three departments—Political Science, Public Administration, and Public Affairs Management—and hosts a multi-tiered network of research units at the provincial, university, and school levels. SIAPA has 85 staff members, including 68 full-time faculty. There are 16 professors, 31 associate professors, and 15 doctoral supervisors. Among them are one awardee of “New Century Excellent Talents Project” of the Ministry of Education of the People’s Republic of China, one “Taishan Scholar Distinguished Expert,” one “Taishan Scholar Young Talent”, as well as one professor selected under OUC’s “Prosperous Project” and 15 under “Young Talent Project.”
The school emphasizes the synergy of research and teaching. Through interdisciplinary integration, it has consolidated strengths and built distinctive research areas and teams in public administration, public policy, land resource management, and global governance, producing remarkable outputs. In recent years, SIAPA’s faculty have led 3 major projects under the National Social Science Fund (marine studies special program), 27 National Social Science Fund projects, 11 National Natural Science Foundation of China projects, and more than 50 projects funded by the Ministry of Education and other provincial/ministerial programs. They have published more than 20 monographs and textbooks, over 260 papers in high-level journals (SSCI and CSSCI), and received more than 10 provincial-level or higher awards for teaching and research achievements.
