Biography

A Level II Professor and Ph.D. supervisor at Ocean University of China, recipient of the Special Government Allowance of the State Council and the Shandong Provincial Government, and chief expert of a key project funded by the National Social Science Fund of China. Ph.D. in Management from Peking University; Research Fellow at the Institute of State Governance Studies, Peking University; Collaborative Research Fellow at the Fairbank Center for Chinese Studies, Harvard University; Visiting Scholar at the Evans School of Public Policy and Governance, University of Washington. Serving as Executive Director of the Chinese Public Administration Society and Vice President of the Beijing Association of Political Science and Public Administration.

Recipient of the Second Prize of the Eighth Outstanding Achievement Award for Scientific Research in Higher Education, the Third Prize of the Fifth Outstanding Achievement Award for Scientific Research in Higher Education, the First Prize of the Hebei Provincial Outstanding Achievement Award in Philosophy and Social Sciences, and the Second Prize of the 36th Shandong Provincial Outstanding Achievement Award in Social Sciences. Main research areas include regional collaborative governance, eco-environmental governance, public policy and public finance, and climate change and global governance. Six academic monographs published by People’s Publishing House and China Financial and Economic Publishing House. As principal investigator, completion of 25 research projects, including a major project funded by the National Social Science Fund of China, a national key bidding project on China’s low-carbon development strategy, and a national key bidding project funded by the CDM Fund. More than 100 academic papers published in leading journals such as Environmental Management, Journal of Environmental Policy and Planning, Chinese Public Administration, Public Finance Research, Journal of Public Management, and China Public Administration Review. Multiple papers reprinted in Xinhua Digest, Chinese Social Sciences Digest, and Renmin University Reprint Series.
